Lower CPU and GPU utilization implies there is something wrong with the game. They probably hardcoded some bullshit to artificially reduce performance.

Steam has a performance impact of course but it's very small, mainly just the RAM usage, which isn't even that big of a deal these days.
Maybe if you're using the game recording feature it might have a larger impact.
