Pondsmith didn't invent cyberpunk, he codified terms and tropes in a playable format. Sometimes you need that kind of game of telephone to take a cool idea from a throwawy line and have it eventually be something realistic and even practical.

cyberpunk as a literary genre predates him. Neuromancer was published in 1984, and the term "cyberpunk" was coined in a short story in 1983.
