They are not.

Executive orders are not laws. They're just instructions to the executive branch of the government. Basically it's the boss telling their subordinates to investigate something. An executive order does not have any kind of direct influence on any company, and even if the federal government came after Visa and MasterCard for this, they could always take it to the courts.
