Everything had to do with promises made during his military campaigns in Gallia.
If he didn't feel the pressure to take the steps he did in order to seize more power for himself (needed for him to fulfill his promises of riches and/or citizenship to be given to his non-Roman allies), he would've not done so.

The other don´t come close in popularity.
