Executive Orders don't have to be passed by the senate, but the senate can strike them down. Given that it's generally ill-advised for Republicans to move against Trump, this seems unlikely to occur. The Visa thing is more coincidental. It turns out nobody likes payment processors trying to strong arm people through economic blackmail, so Trump made it illegal. His motivations had more to do with suppression of people based on their politics, but the executive order itself doesn't specify politics, it just says payment processors and banks can't deny service on the grounds of reputational harm.

SKG was because people actually got off their asses and took action for once.

I don't think many people used it, and as I said earlier, the city is dirt poor. The building got turned into a senior center. So they could probably only afford one or the other, and because there were more old people than library members, the senior center won.
