I never really went there because I never did the evil quest and the area was a bit hard for me. It's just a bunch of dry sterile rooms and a shop with nothing good.

I think in some imaginings of time cain or article, gizmo was the better choice because he promoted business in junk town where killian clamped down on it and drove it away. It's like headcanon for some people. In the actual game it's clear that dark water is the "good" choice.

FO3's shitty karma system doesn't allow for an NPC's karma to get changed is what I heard. That's the kind of thing you ought to write your quests around honestly, if it's that shitty don't make quests where that kind of outcome can happen. Or just implement a fucking karma change system. Yes but I don't think this was an intentional choice the devs thought of. Killing Roy just causes the games scripting to bug out and the massacre doesn't play out. iirc it begins due to Roy letting feral ghouls in via the sewers and if he's dead that doesn't happen. So yeah, in a way it's possible to move the ghouls in and no humans die. Just make sure Roy dies before getting to the tower.
