In gameplay yes, she's a Berserker so she's the glass cannon type and she has a strong NP and buffs.
As of the recent anniversary on the Global server she just got buffed to have a 30% battery, which lets her wave clear consistently with the right supports - generally a very desirable trait. Berserkers that can loop are generally quite sought after as they're very useful.

She's introduced in Fate/Grand Order so she's more there to help you than be in a grail war specifically so there's no "winning" specifically.
She's Minamoto no Raikou, a founder of a branch of the Genji clan and generally considered a strong warrior. IRL Raikou is a man and known for various legends, namely involving oni-slaying. In Fate most of those legends are true, but Raikou was born female and forced to hide her gender by her father. She was born as a mixed demon/human child because of Gozu-Tenno, and her human father hated her for it, so he abused her and made her fight for him, in armor that controlled her demonic nature. She was very unhappy that way, but she eventually found Kintoki, who she adopted as her son and she found happiness in being a mother. Over time she grew in influence in her clan and eventually decided to "kill" the demon side of herself, though Kintoki stopped her from hurting herself and eventually the oni side ultimately subsided. The Raikou you see in art is typically the version after all of this, from after her father has passed and she's taken over as clan leader, and found happiness in being a mother to Kintoki. She does however still have some demonic nature to her and will sometimes go on rampages if it awakens.
There's also a younger version of her from her teenage years where she has more of her demonic nature out in the open, recently.
