It's not as bad as you'd think, but that's mostly because they don't allow people to do large bulk purchases of only the happy meal toys because they're not fucking retarded, AND for the TCG promotions (like this one in particular) there isn't much to collect in the first place. The exclusive Pikachu card is guaranteed, and the second card is just a reprint.
Most items that are in high demand tend to be sold via a lottery system, though. Free to enter, but they require you to pre-register with your name and address to weed out not just foreigners (can't use hotel addresses or proxy buying service warehouse addresses) but also people trying to buy multiple for scalping purposes.
