In context on the conversation, John is basically just saying "War never changes." Luisa is trying to get John to help with the revolution, arguing that he should help her in the name of "freedom". John replies that as long as there are guns and money, there won't be "freedom" that she wants because someone else will come along after Reyes and start another revolution, or Reyes will use those things to enforce his own tyranny after Allende is defeated, both of which happen.
