It does when you realize the way he's coded it is to go back and process every decision made that's associated with it and check it all over again. So every time he adds a choice that interacts with later decisions, which is every single piece of dialogue, he's having to go back and rewrite everything there. Including any time he ever goes back to rewrite something for some reason, which every even slightly competent writer does. Not doing this breaks the game.
Add to the fact that it's dialogue, something that surprisingly he's confessed at not being good at (a rarity considering he pretends to be a god at everything he does) and you'll realize why the game will never be released even if he spent another 30 years working on it every day
