They dont want to be anything because that leaves all the avenues open for them to work in.
When you have an agency that operates in the shadows and makes it a point to never acknowledge nor deny anything. Good or bad. Its very easy to say they are behind everything bad and make a library filled with books of possible motivations. Good. Its all more material to help muddy the water and make all the more harder to expose their missions.
It really is nothing more than the banality of evil. A bunch of careerists. They're a weapon and are used like one by every administration to further whatever that administration has as their goals.
Its pretty stupid to think that the pistol you made in your own house by your own hand won't fire at you if someone else grabs it and points it at you because its loyal or whatever. But you dont go blaming the gun. You blame your dad/mother/sibling/wife/child who grabbed the weapon and shot you.
A glowie is never on your side just like a weapon isnt on your side until you grab it. But that doesnt mean the gun is playing 4d chess and whatnot.
Infact im very certain the blame it all on glowies/deepstate is something they love because it allows them to tank the blast away from the actual policy makers. Just look how fucking squeaky clean the Kennedys are cause all the shit is attributed to the CIA (even tho jack and bobby coveted that wind everyone seems to hate)
