The man unironically believes that capitalism means the state should never get involved in business (it doesn't, it specifically says the state's job is to clean up the messes that the free market creates and create barriers to prevent further messes).
Hell just look at New Vegas under his direct control: you have the tiny strip of the super elite while the vast majority of the rest of the city is a slum worse than fucking Megaton. He's just your run off the mill CEO with a god complex.

-A regular government in a rising country with all of it's advantages but also all of it's warts in the NCR (which really just mirrors the rise of the US, including all the corruption)
-A tribal savage confederacy that will blow up the second Caesar dies into infighting and bloody chaos
-A kleptocracy under House that he pretends is "true freedom" but ultimately is economically less sensible than a fucking communist regime would be (seriously, complete Laissez-faire societies historically have a shorter lifespan than communist ones)
