There are far too many abilities which slow the game down but have no counterplay, and the levels are designed to slow the game down as well. For example, if you get hit by the Buddhist robot's orb of discord, you just have to hide until it wears off. You can't dodge it, you can't shoot it down. You're taking x% extra damage (35% from memory? I can't recall, I stopped playing in week two). All you can do is hide until it wears off. Or shit like Lin Mei's ice wall, all it does is slow down the fucking game as you break through it.
But the most egregious problem is the lack of ammo. In a game like TF2, ammo and health resupplies are intelligently placed far away from chokepoints, so that you have to leave the choke to resupply. Poorly coordinated resupplies will result in one team pushing through. In Overwatch, everyone has infinite ammo, and the maps are full of chokes, so chokepoint contention lasts forever. It's the slowest fucking FPS I've ever played and its existence drives me mad. I play Pinball at my local barcade and when people ask me who I main in OW/LoL I'm flabbergasted people still play this shit. I try not to insult them and just say "oh, I haven't tried them" and then they go on about their diamond rank "oh I pressed 1 then 2 BUT MY TEAMMATE PRESSED 1 AS WELL IT WAS EPIC". Sometimes I ask them if they would like to try Pinball, and it's always "haha but don't you just mash the side buttons?".
