I can't apply my character's gameplan during actual matches.
I can't hit confirm.
I can't do long combos.
I can't do delays.
I can't do micro walks.
I can't anti air consistently.
I can't frametrap.
I can't whiff punish.
I can't condition my opponents to do something I want.
I can't fucking read my opponents at all.

I can't talk about fighting games. But I used to be an instructor in various martial arts, and I can tell you that "practice makes perfect" is not true for everyone. You can often tell at the first day, who is going to become good, and who will never amount to anything.
From reading your post, I am willing to bet that you are in the latter category. Sure, practice will make you better, but you will likely never reach a level that would be considered good, let alone great.

If you understand this, then try to practice fighting games, with the knowledge that you might never become truly proficient. If you are the type that can't find enjoyment in something unless you become good at it, then I suggest you find another hobby.

Yeah you just gotta play more. Like, a lot more. It's a competitive genre so if you want to rise above the casuals, you need to have more than a casual amount of hours in the games.
There's stuff around the edges you can do like learning how to use training mode, reviewing your matches, accepting your shortcomings and compensating for them, etc. but really you just need to play more and accept that you're going to be ass for a long time.
