Nah. I mean, if the game has no need for swimming, then why waste time implementing it? There's nothing wrong with linear game design, and people are largely forgetting that I feel. Not all games need to do everything at once. A game that gets its core gameplay loop to work in a satisfying way is enough to be labeled a good game. I have no idea if this new Mafia game is any good however. That's a different discussion anyway though.

Not every game needs fucking swimming.
Adding swimming would mean adding a shitton of other mechanics related to it such as boundries in the water, how stamina works in water, new animations, water physics, water physics textures, making sure it's bug free, how NPC's react to you and other things in the water, etc.

That is a shitton of unnecessary work if the game literally never forces you to go in the water and swimming has no important relevance to the rest of the game. At that point it's content bloat and you're better off spending that development time refining and making other parts of your video game as good as possible.

The issue is that big ass AAA "open world" games with literally every game mechanic under the sun have been the norm for over a decade now. If you have a game where your character goes in or near water, people expect swimming to be part of the gameplay. Like you said, it's not necessary and can be detrimental to the game's development, but it's hard to break the conditioning that's been put into place by all those other games that include it anyways. Personally I would've solved it by not letting your character get near the water or having a throwaway line where he says "I can't swim", that's what Dragon's Dogma did.

What are some games with some actually interesting swimming mechanics? I feel like most games where swimming actually does show up it's extremely slow and you can't actually do anything of values because, you know, you are already using every part of your body to swim.

Like, side view games with swimming just give you some slow vertical movement that usually isn't too different from a flight mechanic. 3d games it's usually even slower than traveling on foot and if you can dive the camera and general movement usually gets really sloppy. Monster Hunter tried adding underwater combat and it was received terribly - using anything but a lance underwater sucked ass. Don't be a retard, swimming is a completely different state for the player and has a million potential bugs attach to it. You have to worry about the transition between the animations and make it smooth so you aren't swimming on land due to waves or tides, how do you deal with combat while in water, how do you get out, do you implement a jump button in water to get? Do you change the map so that you have points to get out smoothly like dock stairs.

Why even waste time with it if it puts you in such an awful compromising position that's just going to piss off players, you could mitigate it with water combat or just diving under, or just don't implement it. But lets say you HAVE to have this feature, you now need to double the animations set for quick swimming not a doggy paddle ("just have 1 set for fast and slow then") congrats it looks retard if you do that and you just got a twitter post making fun of your game

congrats it is no longer just an animation set and you have to design the map to accommodate this new animation set, you have to have clear points in which the animations transition from swimming to land state else the illusion breaks as to slightly float on land.("just make it a beach only feature") way make you useless feature even more useless

This is why I mention jumping because it helps you negate change level design and allowing just dynamism to your water levels. It doesn't make sense but it helps remedy some of the hiccups of the state change between land and water like the GTA games do when they implemented swimming
