It does affect payment processors but mostly the ones part of federal institutions. If visa and mastercard eventually change their policies, it's because the banks issuing credit cards from them won't be able to enforce those policies and maybe pressure the payment processors into simply removing it.

Businesses are always slow to take stuff back after adding it. There's 180 days to comply and EOs aren't laws, just plans to do shit. There's a lot of room for everyone to sit down and take their time about this and see where they want to go.

Those aussies then harassed the payment processors which led to them telling Steam they were breaking Mastercard's rules so now the processors and/or Mastercard need to specify what kind of content is allowed before Steam is willing to relist it.
