Both. Its anime got memed as the saddest story ever made, kinda like Ocarina of Time got the reputation for being the greatest game of all time, but it's still a great story.
The ending is a bit controversial, though, but it's one of those you can easily retcon in your head if it bothers you, and the rest of the game is good enough that you don't feel like you wasted your time either way.

I actually read the VN first and still disliked the ending. It's more that they stumbled upon a kino ending along the way and instead of adopting that, they stuck to original vision which I feel is vastly inferior.
