>>717770098 (OP)arthur was supposed to be the outlaw with a heart of gold - someone who isn't above dubious and lawbreaking activities, but who yearned for a simpler and honest life. this is what he's fighting for, what motivates him, and what he hopes will result out of his efforts. dutch in comparison is a cutthroat through and through, and something of a narcissistic sociopath who is power hungry and drunk on the control he can exert over others. he's also anti-social in the sense that he doesn't want to live, and is likely incapable of living, in an orderly society, thus he aggrandizes the thug life. he (and micah) are trying to keep their exploits going, not just to profit, but as a way of life, while john, arthur and a few others in the gang just want to build a life for themselves.
therefore, it only makes sense that arthur has the forward thinking sensibilities of aristocratic and scholarly types, in so far as much as an uneducated hick criminal like himself is capable, and often those sentiments bleed out through his nuanced approach to morality.
did you really expect him to say

additionally, he's not nearly as progressive as you make him out to be - like john in the first game, he's politically ambivalent, as he only really cares about the well-being of his in group (dutch and the gang), and any political statements or observations he makes are from the cool and disengaged perspective of someone with no time to worry about the minutiae of politics.
