Just like how Mario Tennis created Waluigi, the guys behind Mario Power Tennis wanted to introduce Wapeach. She was meant to be a stoic girl from a fallen kingdom that would boss Wario and Waluigi around, and brandish a massive axe to attack them whenever she was disappointed/mad at them. Also she might've been an alien, and the ears on her weird hood would've been able to 'emote' even as she herself didn't.
Miyamoto shot her down without even looking at her because he (accurately) predicted that her addition was going to turn the Wa-characters into a Donronbo trio.
