What qualities about Lord of the Rings should lead into a good game? It's a novel. It's not made to be a good game.
Games are fundamentally power fantasies where the hero wins. For LotR to be a video game means Aragorn would have to personally fight Sauron and cut him down. There must always be a final boss. The video game structure demands it.
And Lord of the Rings fans don't want to see Aragorn dueling Sauron to the death. They want to see Gollum being cast into the fire by a twinge of God's ineffable wiles, for good shall always triumph, even if it is narratively unsatisfying.

I do not know why people think it makes for a good thing to "Franchise" middle earth is a very bog standard fucking fantasy world and very boring outside of the war of the ring. I'll admit the Gimli cameo is fucking based, but Return to Moria does not hit like the original movie games did.
However, despite being survivalslop, the atmosphere is pretty damn good, such as the mining/drinking songs, admiring your hoarded wealth like a good dwarf for a damage buff, etc.
It's honestly pretty good. Not the best, though.
