As i said, Time Stranger is an unique case. The game's been in development for a very long time and its roster probably got finalized a very long time ago, before Ghost Game came out, and part of the reason for it is the fact that they felt the need to make new high quality models for every Digimon instead of just reusing preexisting ones.
