Its funny, because most dev studios struggle with what you listed. Hell, most vidya released struggles with consistent art, engaging level design, "dozens of hours of gameplay". There is a reason why we have remember that level threads, or why people nostalgia over old games, while barely mention any new games. Sure there is a handful of great games released every year, but the # of games released every year is insanely higher than what we had 20 years ago. And yet with all the knowledge and info at their disposal, devs struggle even putting rebindable keys into their game.
A veteran studio making an RTS game took months after the beta to add rudimentary key rebinding, and even then not all keys were rebindable.

To play devils advocate. If you can learn how to create fun and engaging levels, it means that there is a set of variables that makes those levels fun and engaging. Even if at first glance you don't see it. Intended pathing, enemy placement, size, time to traverse. All of those are measurable, which means you could use an AI to produce the most engaging/fun levels if you feed it the right data. That is purely technically possible.

I don't think that is a fair comparison. What blizzard did was design by committee. They did not use testers as you should, you know, a focused group for your target audience. They used testers to see if they covered their ass, appealed to the broadest audience possible. Same way DoW 3 failed, appealing to everyone means you are making a game for noone. You can still use your soulful level design and chose the people to test it, from a group knowledgeable in that game. I won't pick up 20 quake players to test my CS:GO map, even if they are both FPS players. And I can 100% guarantee you that demon souls was going trough a fuckton of map design iterations and testing inhouse.
