It isn't that hard to cut your own hair. Especially if you don't do anything crazy like try to make a heavily layered cut.

Just spontaneously gave myself a buzz cut for the first time in a long time. It was so nice cutting my hair so fast. Cutting it any less takes forever making sure it's all even but with a buzz you can't go wrong. Now I got at least 2 months of not having to worry about my hair and it'll grow back big enough for the cold seasons when they come around.

Once a month is good if you're trying to keep it short, I haven't cut my hair in over a year since I decided to try out long hair before I go bald and I've been getting tons of compliments on it so I'm sticking to it until the Norwood Reaper comes for me.

2 or 3 times a year, or whenever i fuck up my hair enough cutting it myself that it starts to become unsalvageable without someone who knows what they're doing fixing it.

Covid lockdowns lead me to cutting my own hair and then I just kept doing it, saves around $100 a year.

A comb + scissors is already good enough, you can also get a $30~50 razor for some more precision. The back is the only challenging part, just gotta use two mirrors to get a good view of it.
