Now add the part where you'd need another 300GB data file created by training the bot and a beefy machine running the bot separately of your '''gaming rig''' because that potato wouldn't be able to run the AI without FPS dropping to SPF

Zero-K and any Total Annihilation descendant have bad AI if you understand the fundementals of RTS. They build a lot of defenses uniformly around their base instead of at important locations. Their units are also badly positioned and tend to have a lot of them just wandering around in their base doing nothing for a long time. Starcraft 2's AI only competed with the top players by outmicroing them, and that needed a fancy neural network to do so.

One of OpenAI's actual first big projects was a dota 2 bot team and it became extremely good with a 99%+ win rate while using only the visible game state for information. There was a public challenge to fight against it and it won almost every single game out of like 50k games. Hasn't really been any other news about it since then, and this was five or so years ago.

well making a perfect computer opponent is easy, simply don't make any mistakes
take fighting game for example, modern fighting games has become too formulaic the cpu opponent simply needs to not do any unsafe move and puerly react to the player, it would never lose even without cheating or input reading
making them behave as players is a lot more difficult
i'd like to see them being more useful to fill in as players on massive playercount multiplayer games for example, without them easily distinguished as bots

I could trust an AI to handle NPC pathfinding and navigation, there does seem to be untapped potential at making enemy patterns more sophisticated, but I'm much more interested in chatbots that can turn RPG dialog trees into full conversations, immersing the player into the world further.

Couldn't you just pre-generate conditionals-actions and store them in ye olde traditional nested array or something?
Even with thousands of conditionals and a couple of variations for each one of them should only take a handful of memory.
