Generally Hard mode is recommended because you can sleep through Normal mode and the best balanced one is on the Complete Edition since it backported many of HM's rebalances so Switch and PC. CE also gave you access to the pre-order DLC which PS4 and Vita can't get anymore without hacking. PC is best because you have access to some mods if official western terms trigger your autism.
PS4 and Vita are more if you want to experience the original unfair Hard mode.

Hacker's Memory is an sidequel. It's happening at the exact same time as Cyber Sleuth but is intended to be played after you play CS because of how it iterated on some mechanics (Backported in CE), added more Digimon (Backported in CE), and doesn't explain any terms or events happening in CS and expects you to know what happened, what is happening, and the reveals of CS because it straight up just spoils you otherwise.

Time Stranger is basically an iteration on CS and HM's formula but is a new game, not a sequel.

For the anime just start from the beginning with the Bluray releases again. If you want to go from Tamers onward then Savers and Ghost Game are usually regarded as the best ones after Tamers with Frontier being debated constantly since some people don't like its Super Sentai structure, others don't mind it.

Watch at least Adventure since it's a solid show and sets up the general foundation for what to expect from the setting of the Digital World, how you should be approaching Digimon since they're not treated like Pokemon for example, and just the general vibe.
Digimon World 1 is solid, doesn't require a lot of grind, and makes the Digital World seem grand, weird, and mysterious. The downside is it's fairly easy to Numemon/Sukamon if playing blind and can lead to some frustrating times with said Digimon.
Cyber Sleuth is very solid to get into and what a lot of people did get into the fandom with but it's based more around an internet you log your brain into and log out of where Digimon ended up in because of reasons rather than the actual Digital World so you don't really get a sense for what Digimon is actually about most of the time.

Digimon is pretty open ended at this point that it really comes down to what you're into.
Personally, I'd say to buy a v-pet or find one of the many Digimon v-pet emulators so you know what the basis is, you can find the 20th(?) anniversary pets pretty cheap still online as Bandai made a lot of them, and they're also the best ones because they have all the Digimon up until the Version X came out, and you can also raise two Digimon at once. From there, you could play the World games, or play the RPGs. If you like SMT, maybe start with Cyber Sluts. If not, World 1 on PS1, the World game on 3DS, and/or Next Order on PC/Switch.

Recommending someone to play the V-pet as their first exposure to Digimon is ridiculous considering it's not representative of many of the games that came afterwards, costs a minimum of like $50 on a good day when you can emulate DW1 or just pirate the CE, the Tamagotchi experience isn't what a lot of people enjoy, and they don't have the world exploration of DW1 which enhances the raising experience over what the V-pet can offer.

Not to mention most people became fans because of the Fox Kids airing of Adventure and actually getting a Digivice that wasn't a D-Terminal was fairly rare in my experience.

Do you like Super Sentai? Have you ever watched a full season of Super Sentai or Power Rangers? It is Super Sentai but they turn into Digimon. Red is the main character, blue is the secondary red, everyone else is filler to pad out the group with an occasionally focus episode but they typically job. You have two joke characters in the Digimon and a lot of people dislike it because the MCs don't have Digimon but instead basically get possessed by Digimon.
Red and blue get powerwanked hard by the story in the latter half and are treated like Daigo from Kyoryuger essentially which is where many people's contention comes from because it's not treated like a Digimon season where everyone gets a chance to shine but more like Sentai where the redwank is present and blue is the only one who really gets time outside of the sixth (I can't remember if Frontier had a sixth).

People have said when it comes to DW2 and DW3 you have to use speed up and disk caching speed ups so that the loading times are actually tolerable. Once you do that they're mostly fine outside of the grind.
DW4 requires you to enjoy its specific dungeon crawling gameplay style and also having all your progress reset when you Digivolve. I've never heard anyone actually like DW4 but people here regularly defend 2 and 3 if only for their world designs.

Regarding the battle system, the game is more round based now, each Digimon usually has one turn in each cycle, you cannot have infinite turns like Digimon Story: Cyber Sleuth, if your speed exceed your opponent alot. Instead the faster mon moves first. Each new cycle is indicated by a red line.

Parrotmon could get 2 moves in the cycle, because of a boss skill (maybe available to us later?)

Midbattle Jogress/DNA Digivolution uses both Digimons turns in the cycle and can only be done of the faster one of those 2 for that reason. In Paildramon's and Dinobeemon's case usually your Stingmon moves first, so you need to choose the Jogress option with Stingmon.

X-Art doesn't use the turn of your Digimon, so no worries here about wasting a turn of your Digimon on X-Arts.

funny thing is that you can attack Digimon, but if you attack a Digimon midair, your digimon will spawn midair and perform an attack, which kinda looks wonky

That round turn change is great, it's one of the easy ways to fix that turn problem CS had. Bosses having 2-3 turns is normal for JRPGs but I wouldn't be surprised if one playable Digimon had a ''gives you more turns'' special.
