Dude has been doing this for years and he's the kind of obsessive schizo that routinely switches IP just to prevent all his spam from getting nuked when he gets IP nuked. Nothing short of him loosing internet access will stop him.
Also, he's just doing more than just request spam. He will routinely make up new personas [character]fag, accuse random posts (including his own) of being him and re post other peoples requests. This is why he's doing that:

Last but not least, he's a great example of the old saying "repeat something long enough and people will think it's true".
With his constant beg spam he has manages to convince a generation of newfags that "drawthread" is shorthand for "free commissions if you keep begging long enough thread".
Drawthreads used to be a place where drawfags could get inspiration. Now it's glorified sweatshops because of entitled beggars.
