ok you're gonna be mad at me for this, i know, but bear with me
imagine you're buying a toolset, it comes with a whole bunch of tools, you're told you're getting real good value for your money, and you're thinking "too many tools can't be a problem", so you get it without looking, open it, and there's maybe a singe hammer, a screwdriver, and then five hundred drillbits. they're all the same drillbit, not different ones either, just the same one. you only need one, so really you didn't get much value, but you can't see you got too little things or that the thing itself has no worth, it's just uneeded there, it's "bloating" the whole package, you would rather have just one extra wrench or something, but you're told "what? ONE measly wrench? you got FIVE. HUNDAH. DRILLBITS. DUDE!" you don't want em, but thanks... i guess...

They mean that the amount of content doesn't mean anything. Terraria is at a point where they can't have meaningful progression by adding things, it all blobs together into a mass where you could be doing 3 different things, where before there was a clearly defined setup of moving from point A to B to C. Now we have Y sitting in the middle with no real reason to interact with Y and almost no way for a new player to even know that Y is a thing and they might not even find Y until they have gotten passed it in terms of progression. Now the items from Y are meaningless and don't contribute at all to the feeling of the game.

They mean that there is an excessive amount of comparatively weak content and it would be a better game overall with the fat trimmed. That, or they are just too compulsive for their own good and feel the need to play through optional content even though they aren't enjoying it.

Here's your 100 hour game bro... don't get burnt out and make it feel tedious because you essentially do the exact same thing 90 hours later as you did in the first 5 hours with no variation
Also shoutout to the genre that throws everything and the kitchen sink together, where nothing is really fleshed out, you might try everything once, then never touch those features ever again because killing things is more rewarding and viable than mining/smithing/crafting/farming/tailoring/fishing/cooking/alchemy/forestry/construction/ranching/engineering/driving/horseback riding/etc

I could see it being appropriate for something like Far Cry/ubisoft slop where a lot of the non-story content is just a lot of shit spread out but that all feels dull and the same. Towers and outposts and shit

Essentially, where the game has a lot of "content" that doesn't matter at all and provides nothing to the game, but only exists to make the game look bigger than it actually is.
Like imagine if Minecraft got 30 new kinds of ores, but they're only very slight incremental improvements between wood and netherite gear. They have no other differences aside from colour and stats, and only exist to exist, to bloat the game.
Terraria is kinda reaching that point, because everything they're adding is just side content. Although not really bloat imho.
