It never would have been because the core issue is that Squeenix took forever and released it way long after the peak of series' popularity, and then took ages to release the second part (out of three). Only the fattest and most diehard aging fans still care about it, whereas back in the day a remake of FF7 is something that virtually everyone would've been playing.

The story of FF7 is too big to pull off in one game at the scope and fidelity that Remake went for (unless you split it into multiple discs). They could have easily done the whole thing in two games if they got rid of all the filler and padding that both games have had.

Rebirth is better gameplay wise. The open world is one of the worst I've seen where stuff is literally planted ontop of the world with no rhyme or reason. The moogle mushroom house being the best example of this. Looks like random assets thrown together with no design consistency.

Once you leave Sector 7 in OG you don't go back until the plate drop. And the same thing with Sector 5 and Wall Market until you can get the door key in disc 3. Though maybe you can get it in late disc 2 because of Bone Village.
