Seems more like some sort of spinoff to me that alters he story of the original. Also uses the original game as a template but only for locations and story mostly.

it is a remake, yes. but when english speakers used FF7 remake they meant 'make the original but make it prettier and maybe add a few new things to it' not 'build an entirely new story from the ground up and plaster the old name on it'
