2D animation is still used for preproduction. Sometimes for storyboarding too when a scene needs exact direction.
These are also just draft sketches, not the entire scenes with color, shading, post processing and whatever else.

Creating 3D models and assets is far more difficult than 2D but once you have everything together making animations is easier and faster in 3D than 2D.
