You don't need to afford housing in the US, you get free permanent lodging in any major city. Same with food and clothing. The only caveat is that some of those services require you to not shoot up drugs in the buildings so they don't become drug dens.
As you can guess, this means a lot of people remain homeless.
As for old fashioned crazy people, they either refuse help or are too dangerous to have in near others. This used to be solved by stuffing them into aslyums and keeping them pacified with drugs. The US decided it was preferable to give them the freedom to be homeless rather than soft imprison them for life.

Temporary homeless are a completely different category of person than bums and hobos. They stay at friends housesz shelters, motels etc for a few months and then they're back on their feet. These are the overwhelming majority of "homeless people" and you typically don't even see these people because they're not on the streets.

If you're on the streets, you're either schizophrenic, a druggie of the highest order, or such a gigantic piece of shit that nobody will help you. a vanishingly small percentage of actual homeless people or decent people, and they tend to be hobos who travel around looking for work and simply don't fit in anywhere. But these people rarely exist anymore because of how society has evolved over the 20th and 21st century. If the institutions do not exist for them to capture, they will create those institutions themselves. If the government does not have the power, they will consolidate power themselves. They will always do this. They have done this dozens of times throughout history. It's just rational economic behavior.
There is no law, no Constitution, no ethical framework that cannot be circumvented, subverted, or corrupted with enough wealth. The only way to stop it is to stop them from amassing the wealth in the first place.

Yeah, I had a close friend who became homeless and stayed with me on and off, but also spent some time on the street and in shelters. I met a few through her and heard her firsthand stories about many more, and based on that I'd be surprised if 1 in 10 were redeemable or whatever you want to call it. The vast majority were absolutely horrible people in one way or another, huge amounts of violent criminals and illegal immigrants and obviously a shitload of drug addicts, who in many cases willingly walked away from careers and families so they could do drugs all day without responsibilities weighing them down. This was in LA and many came from other states specifically to be homeless there too. A lot also had normal stable families they could have gone back to if they were just willing to address their addiction problems as well.

My friend was a particularly sad story, ran away from an abusive marriage and wound up in one bad situation after another, and had some mental health issues that were easily controlled with therapy and medication but once she lost her insurance to the divorce she went off the rails, started self-medicating, and eventually ended up dead thanks to fentanyl-tainted fake xanax. It really sucked because she had options too but wouldn't take them because she lost touch with reality and had unrealistic ideas about how she was going to fix her own life and wouldn't let anybody help if it didn't fit her vision, and it ended up killing her.

I lived in the street for a year. Most of the people that stay in the streets are awful people, or if they aren't awful they don't want to obey any rule whatsoever and they will just fuck off somewhere if they get pestered by people offering them help or a shelter because there's always strings attached and they are allergic to that. A lot of druggies but also a lot of people that don't belong anywhere because they can't fit anywhere..Food and hygiene are no problem but cold and water will destroy you,fast.
Tldr. 99% of the people in the streets belong there. They aren't broke, they are broken. And if you don't belong there you will get out of there fast, you would have to actively avoid help to stay there. I do recognize that drugs accelerate the process but if drugs didn't exist they would just be regular bums or alcoholic bums.

I'm not a piece of shit criminal or a drug addict so I had friends that gave me places to stay until I could get a job and get back on my feet. I know multiple people who've been through similar situations and have been the one to give them a place to crash in more than one case. I've worked for ministry organizations and other non profits all of which have shelters and work with other non profits that run shelters
all of these are always at capacity, all the time, with constant waitlists
