NCR is full of corrupt politicians, and the entirety of the NCR kisses Brahmin barons boots. The NCR died when Tandi died. The biggest issue with the NCR in my opinion is their Fiat currency of the NCR dollar which is a literal nothingburger and will cause catastrophic issues with the NCR economy later down the line, even if your courier tries to save them.
The Legion removes this corruption and uses real gold coins instead of paper, but also falls into many issues. While I don't think the Legion implodes overnight when Caesar dies, Caesar is very much the peak of the faction. He was educated enough both diplomatically and militarily to create an empire like this, and with him gone his replacements will suffer to fill his shoes. If you support the idea of the Courier being in charge and trying to spread more of the positives of Civilian life in the legion to other areas of the wastelands, I think the legion would do much better. But why would you want to help some faggot LARPers in skirts anyway?
