Part of Kirkbride's Thalmor's objective is removing Talos from the game by banning his worship. And they do succeed, since his intention was to have the Thalmor win in the end because he wants TES to be a special snowflake setting that defies Tolkein tropes in which the elves actually succeed in reclaiming their once dominant position instead of jobbing and/or passing the torch to humans.
