Thea. Shanna takes so much effort and she doesn't even carry harder than Alan or Lance would with that same effort. There are some things a well-invested Shanna can do that they can't but there are many more things a well-invested Shanna can't do that Alan and Lance can. Just use Shanna to Rescue people around in the early-game and don't worry about raising her.

Since predominantly FE: Awakening, FE games have had focuses on time travel plots and often multiverse shenanigans.

What Mila does is the same as what Byleth does, it's the same power. It's also what the Draconic Time Crystal does. If we're talking about all instances of time travel in FE (which was my original discussion point), then we all acknowledge that they count. If anything, these are the majority of time travel instances; a dragon has the power to move their (or others') memories through time to create different outcomes.

On hard mode Thea is better. Shanna has noodles for arms. If you get Shanna to level 8 she'll probably have a point or two of speed over Thea when you recruit her but she also has 1 less con than her sister which actually matters for pegasus knights.

Shanna definitely has use before Thea joins because of flying utility. If you early promote her she'll be able to do work on the western isles with swords vs all the axe users, but then you're gimping her for the rest of the run. Honestly now that I say this it doesn't seem like a bad idea since you get 3 elysian whips really early in FE6 so promoting her doesn't impact how you can use Melady and Thea. Thea is still a better combat unit and the better choice if you plan on using a pegasus throughout the rest of the game. You mentioned having to baby her but the same applies to Shanna who joins at level 1. Thea at least joins at level 8 and can actually kill weaker units without being fed kills.

The only point against it is that every bit of money is nice for the stat booster secret shop, but how much you care about that is up to you really. One stat booster from a promo isn't gonna break the bank with what you can accumulate, but adopting that mindset in general probably will lose you out on a few more from wasteful spending.

If you want something to ironman, I can name the "telephone" hacks - Call of the Armour, An Unexpected Caller and Embers Entwined. Each chapter there is made by a different guy so the gameplay and story (especially in EE) quality varies but they're all decent experiences. One of the telephone's rules is giving the player units every chapter so they're the most ironman-friendly of the lot excluding Iron Emblem (gimmick hack where you play as generics).
