Sort of. Goku's strength without ki control is the equivalent of a really strong regular human, he's not impervious to shit like bullets or even rocks thrown at him unless he's concentrating his KI to fortify his body against it, it's sort of like how Nen from HxH works. Goku's problem is that he often lets his guard down which allows for this shit like this to happen.

The strength of every character is absolutely dependent upon what the plot needs at the time. This is the case for every shonen that has ever existed. Honestly, it is for the best.
