because said banished were a minor band at best so overall irrelevant, especially since by the time of halo 2 the elites were starting to catch on to the fact the entire religion was a sham, brutes didn't really ask many questions so they were the obvious pic for truth (just look at how Tartarus rejects the truth despite the fact from his perspective something from his gods told him to his face the real purpose of the halos)
