This is all relative so it doesn't matter. If a character is drawn in an anime style and they suddenly look like they're ten years old that is because they were specifically drawn as a loli. This isn't an "anime" style thing because even within anime there are some pretty clear rules with how to make characters look younger. Using the picture above as an example you have the same character drawn with two wildly different proportions. The concept art looks like an adult, the in-game portrait looks like a child. This has nothing to do with the anime style. It has everything to do with the fact that the character was drawn specifically to look child-like.
