It was literally both. It's part of the reason why bnaks lobbid so hard to get the glass seagull act repealed (And succuded) so they can start making more risky move like that. There are plent of banks and financial intuitions that where not regulated by stuff like the CRA. Those that were regulated where LESS likely to make subprime loans than unregulated lenders. Undoccumented loans or loans that falsefiled data was extremely common, that's not something the government institutions where forcing them to do at all.

On top of that even if that was all false, you still have the problem of where the bails went, not fixing any but just massive CEO bonuses, which even the goverment at the time complained about (There was going to be some laws passed to be able to take away said bonuses, but there was to much lobbying about it). All that is is part of why OWS happend.

Completely agree minus the housing thing to a degree. Part of reason it's going up is because how much wealth is going to the top, and them reinvesting just naturally causes stuff like housing to get more expensive.
