The dark brown skin and blonde/pale skin originates from the feudal ages when the Dutch first arrived. They were deeply tanned from being out at sea and likely their blonde hair had been sunbleached and even paler shade.
Most likely the trope was further enforced during WWII when blonde german soldiers experienced the same effect.
