Even though she lies about her own experiences she is actually a gambling expert. It's how she got into the school. She's already made a ton of money and the 10 million up for grabs would have been enough for her to fulfill her dreams in her own words.

Danganronpa has a curious element where some talents are simply just better then others. In DR1 alone you have Mondo and Taka who are effectively just really good leaders, which is definitely a good skill to have but is still feasible for a normal human, standing next to Makoto, Sakura and Mukuro who's talents make them superhuman.
Celeste is an odd case where she effectively has luck powers, but while her talent let's her win gambling tournaments, at least two other people exist who's luck changes reality and fate itself to their benefit in pretty much every situation. There's a notable disparity between the abilities but it never actually gets touched on.
