3 was so bad for legendaries being better than anything else. It was a whole other league.

Legendary should signify a unique behaviour, not "unique behaviour and 50% more damage alongside it".

Also are they counting each level variant as 1 gun or is that 30bil per level?

By comparison, Borderlands 1 had like 17 million gun variations...
99% of them are garbage you never pick up or sell while never touching them, 0.9% of them are ones you use to get through the game, then 0.1% are the actual good ones because they're legendaries or whatever higher tier bullshit.
