Silly Aqua, a power fantasy is when the main character does not have to significantly change to gain power. The "road to hero" and all that goes with it is skipped and the hero gains all the power/fame and so on immediately and does not have to work as hard as other characters in that world should have to achieve that.

Sexualized, romantic or gender specific fantasy can be power fantasy (see your generic isekai where the mc gets cheat powers) but is not immediately power fantasy.

Power fantasies come in different shapes and forms. The male power fantasy is the hero journey. They first need to see the hero fallen down, destroyed, humiliated, so that they can relate with him. Then begins the process of becoming more powerful, acting as a one man army, destroying the big bad and having sex at the end. MGS3 is textbook male power fantasy.

Operation Snake Eater is a cover up mission that is designed to have Snake win by the end, The Boss and by extension the Cobra Unit were all tradeoffs for securing the Philosopher's Legacy. At no point was he in any danger except ironically after he had sex, had The Boss not given EVA some pep talk, Snake would've got got. He was always at the mercy of women.

The difference is that big boss's autistic quirks are just that, quirks. He is primarily a serious military spy dude with a focus on loyalty and duty that gets continually skewed as the glowies fuck with him. Him believing in santa or acting like a gormless autismo in social situations are added on top of that to humanize him and round him out as a person, it's not his whole bit.
