I don't know. Most fantasy/RPG games have a few writers if not just one. With a mega-corporation staking record profits on a slop sequel please help send help they better have writing teams working for multiple plot series for guilds.
Honestly with fantasy projects this big it's a little baffling that the online element is nonexistent, but that's fine. Their efforts in that area like F 76 have had mixed results. I don't want to play F76 myself but I know people that like it.
Sure the old model of having a trusted creative mind with basically zero oversight writing an entire fresh world like morrowind might not ever fly at Bethesda again but they don't want for ambition in their studio, only competence.
