Potentially, yeah. The main issue is that it'll still be a long time until local models can be run efficiently and affordably to a ubiquitous enough degree that developers will actually want to spend time on making a game centered around it, but with the amount that it's being pushed now is its limited and mediocre forms means that, by the time it can actually be realistically used for cool things, it'll be considered old hat, or people will just have permanently associated it with being a shallow gimmick.
It's like all the problems that sabotaged Virtual Reality from taking off, mixed with a little bit of the too-eager-early-adopters that sabotaged Linux's public perception.
