Never going to happen because the devs are the ones who benefit the most. They can banwave all the cheaters who, in turn, need to buy the game again so they can return.
They might even be the ones actually making the cheats themselves.

Tarkov died when PVE was implemented. All the casuals and a lot of normal players just moved to that and left the sweats in pvp. Like holy shit it's insane how fucking sweaty tarkov is and how many no life's play it religiously.
Tarkov desperately needed some sort of matchmaking
