If you compare the later good CnC's (Generals ZH, Tib 3+KW), what sets them apart from Warcraft/Starcraft? How are they better and how are they worse?

You can get neither of those.
The former is self explanatory.
The latter, it is simply not compatible with the modern audience: RTS is "too hard". Now it has been distilled into MOBA and RTT where they get rid of certain elements to reduce APM pressure.
