Are there any good RTS games that released recently? I'm thinking of playing the campaigns of either Age of Empires 4 or Tempest Rising, which one should I play?

idk I kind of want to learn one competitively, but it seems like sc2 is the only relevant one, the rest are too niche, and sc2 is abandonware. dead genre I guess. replaced by MOBAs.

but reading through the "known bugs" it sounds like all the shit they said they were gonna add like pathfinding improvements and better mods support didn't ship with the game and arent being added until september. also release without ranked matchmaking so theyre already shooting themselves in the foot as far as multiplayer longevity

The Tempest Rising campaign very much so feels like a classic RTS campaign, with all the good and bad that implies. I played it a few weeks ago. If you like RTS campaigns then you will very likely like it. I've played a fair bit of MP in AoE4 and that's also very much so a classic RTS, but I haven't touched any campaigns there.
