Take any of your physical games bought in the last 25 years and read the EULA. You don't own them either. If they say "I don't allow you to play it any more" and you keep playing, you're pirating.

The only games you can't play when Steam is down are online-only games, like MMOs, gachas etc.

Depends on what they have set up for those multiplayer components. If they heavily use the SteamAPI, especially for servers, that could be a problem, but then there are games that have a server browser and server solution that still works completely fine, albeit with limited features.
The solution would be for games to limit or lessen their reliance on SteamAPI features which they do not need to implement into their code, but developers are lazy.

It's that. Valve, for as big as they seem, are a very small company. It's only 350 employees, they just get paid a fuckload. Microsoft and Nintendo for comparison is 228,000 and 18,000 employees respectively.
For better or worse, Valve keeps things insanely tight knit. One of my only real criticisms of them is their review system and no resubmissions policy, which is likely a result of them getting 50+ games a day and having hardly any employees.

Consoles used to be king because pre-386 PCs couldn't brute force the sprite actions done in hardware on consoles. As time went on, the PC became dominant, especially once 3d accelerators and eventually GPUs came along.
Consoles are certainly cheaper than PCs, but they're not the best option if you can afford a high end PC.

The thing about cost is that they're only pricier upfront. You'll save far more in the long run with how cheap (or free) games are and everyone needs a PC anyway since it's good for far more than just games. Consoles are the expensive side purchase that aren't useful for anything else, especially now where they're half a grand or more upfront, have sneaky extra fees like paid online, and their peripheral and game prices just keep going up.
