What's with such a low number? What part of the game filtered the average player? Was it the UEDs with the Urban Enforcement Droids?

Those are fairly average numbers regardless of platforms.
Most people do not complete the games they buy, this is especially true for big games, take a look at whatever BG3, Cyberspunk or RDR2 and you'll see the same completion ratio hovering around 20-30%.
