It's actually a rebalance patch that presents itself as only being bugfixes.
It's like if somebody made a "bugfix patch" for Gen 1 Pokemon that does indeed fix the bugs, but then it also randomly gives Aerodactyl Rock Slide because they think it's weird that he doesn't have it.
The problem is that nobody wants to put in the autistic mountain of effort to make a competing patch, so we're just sort of stuck with the fanfiction that's forcibly bundled with the fixes.

It's a common with "bugfix" mod authors. Wesp did the same shit for VtMB and RoyBatterian for FNV, they advertise their mods as one thing, the mod gets popular as a bugfix, then they get the tiny amount of attention and recognition and it goes sover their heads and they start to change shit nobody asked for and get mad when people point out that's not what they downloaded the mod for.
Arthmoor could easily just have bugfixes and then a have a second file or third time for personal changes that he thinks are Bethesda's oversights, but his ego won't allow that.

When it comes to videogames, I fundamentally don't respect the "author's vision".
The vast majority of devs are incompetent hacks and even if they weren't, the end product is almost always a compromise between a billion conflicting factors and constraints. There's no vision. If there's a vision, it's by glorified amateurs sniffing their own farts. Modders are no different.

Therefore, a vanilla game has no more intrinsic value to me than a modded game.

so for example a mod that changes some stats of a weapon might also change its weight, because it's all part of the weapon object

I think this is the only logical answer and from my understanding is what Wabbajack basically does. If you have 2 mods with different dep versions of the same mod, you'll still have to choose which one to load eventually.

I swear I remember there being a tool that merged scripts and shit so you could repack multiple mods into a single .esp but I doubt that's a Wabbajack feature

There's something about unofficial patches since Oblivion that causes conflicts which can't be resolved with automation tools. Part of the job is identifying defective papyrus scripts and rewriting them. Many mods rely on vanilla scripts and the unofficial patch can completely brick a mod and even entire save files if the script works differently than the mod author anticipated. Authors don't want to keep two separate game installations and test their shit with both bare vanilla game and patched game.

Rapesector's story is hilarious. Was a fork of a mod called 'Take no prisoners' which let you recruit or repatriate enemy captains you have defeated. Rapesector was made as a meme mod to rape a specific modders donut steel OC. Later stuff was added to the mod including vanilla romance, big dialogue trees with a bunch of other mods characters and became its own mod. When the TNP dev found out about rapesector he removed his mod as protest but this meant that if anyone wanted to take prisoners they would have to use Rapesector which had the opposite effect he intended. And in the end alot of people who weren't using it for the rape found about the vanilla romance and started liking it, causing the original dev to sperg out even more.

I never really knew what was in it, but of the three big skyrim modwads I've made, it had to be removed from all three, just because it was playing poorly with other mods. By the third time, the one I put together last month, I had noticed the pattern, and it was just the first thing I pulled out to troubleshoot, and it fixed the entire wad.
I have to imagine that I had grabbed something they personally disliked each time.

The first and second time I had to pull out a few things that were going wrong, but this one I was a bit more focused on stuff to do, not engine tweaks or anything, but, I dunno. I've never noticed anything with a dependency on it that I wanted, or one that claimed to have a dependency on it, that didn't mind it being ripped out of the wad anyways. It's possible there's a ctd landmine out there because of it that I haven't stepped on yet, I only encountered one of those in this wad so far, trying to cash in my coins from Super Skyrim Bros, but I think that's just the mod being made strangely, because there's a bunch of probably unintended shit in that crafting menu from other mods, too. Skyrim modding scene is literally dragged down by shitty early mods that often are now mandatory for other mods to run. Unofficial Patch is just one example. There are also other issues eg.

The issue is that USSEP actually in reality fixes a very minor number of real bugs. It’s only as popular as it is because it’s a required dependency for a ton of other mods. My load order would stop working if I removed it.
A new patch that copied the original doesn’t make any sense, because the original mostly does nothing, and the only significant part about it is the name of the actual plugin file, because Skyrim mods search for dependencies based on file names. An effective replacement for USSEP would be a dummy .esm called USSEP

For example in the design documents for Original Game a hat is black but due to a bug it's yellow in-game. When making the next game Sequel the developers carry that mistake over because they only reference the previous game itself or do it from memory and the hat is now yellow in the design documents for the Sequel. Is the yellow hat now canon? It's black in docs for Original Game but yellow in both games and also in docs for the Sequel. Is it a retcon if they do it unintentionally? Dependency just means that USSEP adds literally anything to the game, and then another mod references that thing.
Imagine Sally takes the teddy bear off the table and puts it on the ground. Then little sue who can’t reach onto the table is able to come over and play with the bear on the floor. That’s how dependencies work in Skyrim mods.
I could create a completely worthless mod that adds one npc named faggot retard who idles on top of the well in whiterun and nothing else.
